As of October 6, 2006, the Department of Labor (DOL) will allow employers to convert their traditional labor certification applications to RIR (Reduction-In-Recruitment).

RIR is a process similar to PERM in which the employer completes recruitment of U.S. employers on its own, rather than waiting for supervision by the DOL.

The DOL "Backlog Elimination Centers" hope to complete processing of all pre-PERM labor certifications by September 30, 2007.  Converting cases to RIR (which the DOL can process more quickly than traditional cases) will help it meet that goal.
