USCIS will begin implementing Premium Processing Service for Immigrant Visa
Petitions (I-140's) on August 28, 2006. Premium Processing was introduced
in 2001 to enable petitioners for nonimmigrant petitions (such as H-1B, L-1 and
E-2) to received expedited processing in less than 14 days for a fee of $1,000.

Those with a pending I-140's can upgrade to Premium Processing
by sending the $1,000 fee to the USCIS.
Note that only employers or their attorneys, and not the immigrants, are
eligible to request Premium Processing.
